Folks I know in non Quebec provinces can speak it
Yea, we have french immersion schools in other provinces. It's also promoted at the college/university level too. You will find some fluent french speakers outside of Quebec. I think Manitoba also has a lot of French speakers from a specific region in the province.

Ontario does have the second highest amount of french speakers, and i assume they are mostly in Ottawa (some in Toronto). Ottawa because of how close it is to Quebec, and a lot of parliament/government jobs are out there.

A bit of Spanish because of college and Texas

Why are you learning Dutch, when will you be able to put it to use?

i was decently fluent in spanish as a kid. we went to a catholic church with mexicans and they had a hybrid mass with both languages. i know a handful of osage and kansa and a little tsalagi. not fluent but i can pick out words. would really like to re-learn spanish and master it. its a great skill to have in any job. you can demand higher pay if youre bilingual.
