Its one of many apps made by Atlassian. They are used to help teams collab on projects.

Each project can have its own website with dedicated documentation for it (Word docs, diagrams, spreadsheets, etc).

Developers care about Jira because it helps you plan out the timelime for the software project. I could go on, but yes you could take a whole class on this stuff.
