I agree that there should be a secondary tournament, but with the top side from the secondary tournament being promoted and the bottom of the Six Nations tournament being relegated each season.

I always felt like football is popular in America because it gives fat kids something to do.Too many Cacs
Like fat Lil Tommy who eats nothing but junk food at home and soda can have a role on a football team.
Of course if he wants to play at a higher level he needs to be more in shape..but like peewee level..Fat kids can be apart of the team and actually have an important role as a linemen.
