At any point, he could have called for a weapons embargo on Israel using his executive authority as President. Remember, the President has to authorize arms sales of certain weapons to Israel. He could have invoked the Leahy Act as well when news of Israeli war crime became well known.

Even now, he refuses to abide by the ICC's arrest warrant on Netanyahu, despite the White House saying that it would do so for Vladimir Putin.
