They ride around all day doing nothing and in most cases they can't wait for something to pop off. Which is why they always come off hyper aggressive and combative in attempt to lure civilians into confrontation...

I was never in a "hyper aggressive" and combative mode. I treated everyone the same: white, black, Asian, Hispanic, male or female.
I never lured civilians into confrontation.
And, I worked in predominately black neighborhoods too.
