In fact, American prosecutors prosecuting someone for crimes committed in Thailand would be an insult to Thailand. That would make it look like they have no sovereignty. It would literally create an international controversy.

There was the case of this TSA agent who wasn't on youtube but had DR pictures all over his facebook.

I don't know how it's legal but they searched his phone found a picture of a 15 year old and arrested him.

This is false. When abroad, as a US citizen, you're still governed by US consent laws, not the foreign country's. The law states that whatever country you go to, it's a crime to have sexual relations with anyone under the age of 18.
