I'd imagine it would depend on what they do with said content in America. The age of consent laws in those countries are lower than here. If you're fukking underage girls over there you aren't breaking the law. If you take pictures or videos, I assume that's not against the law there either. But if you then come back to America and display or distribute that type of content you're going to jail.

I've always felt weirded out when I hear of a guy going to Thailand, or similar Asian countries because of this. While underage sex tourism certainly exists in South America for whatever reason if a guy told me he went to Brazil it wouldn't cross my mind.
