In a lot of cases I think it has more to do with who's proposing it rather than the actual policy.
The mass majority of people have absolutely no clue how economics work.
Hell can throw in a few Nobel academic economists that have no clue about economics.
People that run or have run majors business know the problems for local economies for sure.
