It's not just because cities like Detroit are decaying. First off, Detroit will bounce back on the next 5 years. Second, the housing crisis- abandoned buildings increase rates.. so the hardest hit areas have increased rates of crime.
Metro Detroit in particular has Dearborn (and other cities) which has many wealthy Arab immigrants. And 5 other cities that have some of the highest rich C@C areas in the nation.
Chicago is one of the most dangerous cities.. but Other cities have had as many shootings in a day that chitown has in 3 days, and that's reported Crime (chitown also has a Very high snitch rate).
can't speak for those other cities, but Cleveland is not decaying, and it has plenty of middle and upper income citizens.
I don't think Atlanta or Baltimore fit your description either

Just reading the numbers doesn't tell the whole story of how dangerous a city is. It's where they draw the city limits of the locale. They do these statistics per capita. Every city has its safe parts and its dangerous parts.
I currently live in Jacksonville, which routinely leads FL in murder rate, but you won't see it very high on any dangerous city list because the borders of the city are retarded. It's the largest city in the country in terms of land and it stretches to include a whole bunch of sprawling suburbs. Most of the crime is in the northwest part of the city, in and around the core of the city. If you trimmed the borders down to mostly just the core of the city and excluded a lot of the sparsely populated suburban and rurals areas, you'd see way more "dangerous" statistics because they're done per capita. There's 80-120 murders per year and they're mostly all confined to a fairly small area.
You don't see Miami on the list either, but Liberty City, Overtown, Little Haiti, etc. Miami's hoods are as grimy as anywhere.
Dangerous city lists aren't an accurate representation of dangerous neighborhoods and areas. Hence, Chicago not being in the top 10.

You may see plenty of middle and upper income people, but relative to other cities, they're fewer percentage-wise. Every city on the list has a high ass poverty rate.
