Those terms are usually used pretty interchangeably.

They're not in Brazil, because Brazil was colonized by PORTUGAL, not Spain. We speak PORTUGUESE, not Spanish. Therefore, we are latinos (from latin america) but not hispanic (linked to spanish culture). But since most of other countries in latin america were actually colonized by Spain, latino = hispanic in most cases.

Cuban would be both hispanic and latino. Colombian would be both hispanic and latino.
