It's a possibility. If they can examine her training documents see if there's any history of erratic behavior. I refuse to believe a normal human can commit this kind of act. Maybe she has a history of drinking/doing drugs on the job. Maybe she exceeded the max amount of hours worked for a 24 hour period. Regardless, the government is the one who gave her the gun and the government should be held, at least partly responsible, for her actions.
