This was the highest RAW in 2 months, which is after 2 PPVs where CM Punk mainevented and the Raw rating sucked. This PPV, no CM Punk, Raw highly rated. It's not that hard to figure out lol.

In fact those two segments were back-to-back, and preceded the overrun where Punk had one chance to save the show

had it not been for that 500K + gain by Phil's title reign celebration, that week may have ended up being a 2.4 or 2.5 at best
