Nah, admit it upfront unless you on some Pookie status. Anything you don't admit upfront but fess up to later is a federal crime (UIAM) and can get you tossed without an honorable off rip.
Dude woulda been better off telling his recruiter, getting a waiver if necessary (prolly wouldn't have needed one) and just been honest when they asked him ("yeah, smoked spice, it was dumb, won't do it again).
