chicago could heavily reduce the value of those parking spots by massively improving public transportation.
We already have, arguably, the best public transportation system in the country.

Cities have been extorting commuters (excuse was the expense for servicing them all) for so long they got dependent on the income. Now that everybody is WFH they can’t admit that the commuters weren’t really costing them money but were a major net asset. NYC is like a junkie in the “sell anything you can” phase when they should really be in rehab preparing for a new future.
