Define lose and what were the goals in the 1st place?
the first goal of the war was to bring al-Qaeda leadership to justice. we failed to achieve this at Tora Bora.

the last few months should make it pretty obviously that the subsequent goals of defeating the Taliban (or at least preventing them from retaking power) and empowering the IRA as a stable government that could stand on its own failed

The goals as publicly stated or the actual motivations behind the actors and institutions that launched this war?

The former was to hunt down and kill Osama Bin Laden while neutralizing Al-Qaeda's capabilities to launch another attack on the American homeland from Afghanistan, in which case the war was technically "won" 10 years ago, and begs the question of America was still doing in this country for the past 10 years. The answer is turning that short lived "victory" into a loss by wasting trillions of dollars and countless lives on what was apparently a decade-long post-mission "wrap-up". But this is whole scenario is built on a lie.

The latter was to occupy Afghanistan and turn it into a stable American colonial outpost in service of the American hegemonic project by standing up a puppet regime, in which case the war was lost as that regime evaporated and America was just forced to end this particular colonial undertaking in a weaker hegemonic posture than when they entered.
