I think they were averaging around 125K per B show before the Network, when ratings were higher and more people were watching in general. I think sub 100k for most PPVs throughout the year is a reasonable assumption of where they'd be at today if they didn't start the Network when they did.
I had to check back on the 2013 to 2015 numbers. Up until the Network debut they were doing 190-170k for B shows. Once the Network debuts most PPVs go to shyt immediately, Battleground is the last show that gets more than 100k without being a "Big 4".

@trick That's still a lot of people spending on PPV (most of the time, half of them were from North America) but 2019 feels like the product is so much colder than 4 years ago that breaking 100k would seems highly unlikely for any non-Big 4 show. Though 40-50k seems like a was lowballing it.
