They shoot that high from 2 because the midrange shot has been, as a generality, eliminated.

Abandoning the 3 just to have a track meet to the rim all day will change defenses and have the 2PT% back down again. And the cycle will repeat.

The league has to ban zone defense which is extremely unlikely.

I've always found it hilarious how posters say they want to see more dunks and less 3s, but if you start taking 3-pt volume away, there's going to be less shots at the rim because the spacing is going to shrink.

Teams will willingly give up shots in the midrange, just so teams don't take a higher probability shot in the paint.

You cant put a cap on the number of fouls a player can make, right? Wait, they have one

So you can put a cap on things, for the better of the game. Coaches will adjust to it. Player has 5 fouls, hold him until the last minutes of the game.
Same thing as if the cap is 30 3's, and team has taken 27- ok, no one but Steph can shoot 3's now. The rest of you, take 2's. Its pretty simple.

Difference is what you cited are not fundamental basketball plays. Their caps were created to make the game more fair and balanced between offense and defence as well as maintain the pacing of the game.
Dribbling, passing and shooting are THE fundamental basketball offensive plays.
And you don't put a cap on that period beyond what's mechanically inferred by the 24 sec/possession and 12mn/quarter limits.
