Any Black enclave that found prosperity due to blue-collar jobs centered around manufacturing is absolutely fukked, and has been since the 80s.
Unless it has a strong White-collar population, has started to evolve into a tech hub/economical renewal area, or is a heavy place for retireees, there is little-to-no chance of strong maintanence.
White areas like this were screwed over completely too, Black areas faced the issue doubly, first due to the economic break-down, and second due to systemic discrimination.
how can an HOA prevent the shyt that's going on in this article? Have you ever lived in a neighborhood with an HOA? They care about your lawn and the height of your fence. they can't do shyt about the local economics. futhermore, HOAs are expensive and if the residents don't have money and their property value is declining, then the HOA will cease to exist anyway.
