They care about your lawn and the height of your fence. they can't do shyt about the local economics. futhermore, HOAs are expensive and if the residents don't have money and their property value is declining, then the HOA will cease to exist anyway.​

This is to be expected, honestly.
Any Black enclave that found prosperity due to blue-collar jobs centered around manufacturing is absolutely fukked, and has been since the 80s.
Unless it has a strong White-collar population, has started to evolve into a tech hub/economical renewal area, or is a heavy place for retireees, there is little-to-no chance of strong maintanence.
White areas like this were screwed over completely too, Black areas faced the issue doubly, first due to the economic break-down, and second due to systemic discrimination.

HOA dies much more then you described, it prevents people from fuccing up the neighborhood. I'll get into details when I have more time.

I grew up in Dayton and Cincy.

Sadly It’s a lot of history in these Midwest hoods that the youngins don’t know about or care about.
