I actually agree with @BrothaZay on this one, HOA thrive almost entirely due to the stable salaries, investments, and retirement funds of the citizens
you can't dictate a specific standard of living unless you also have the economic base for it.
Most of the current thriving suburbs are made up of a specific demographic of people that would have kept everything well maintained, regardless of a HOA.
For the most part this is true, unless the Black American suburbs themselves are also made up of solidly middle-class White collar workers or strongly-invested retirees.
Its an endless cycle, if the suburbs get cheaper, then the violence and poverty Black people are trying to move away from, will follow them there.

Any Black enclave that found prosperity due to blue-collar jobs centered around manufacturing is absolutely fukked, and has been since the 80s.
Unless it has a strong White-collar population, has started to evolve into a tech hub/economical renewal area, or is a heavy place for retireees, there is little-to-no chance of strong maintanence.
White areas like this were screwed over completely too, Black areas faced the issue doubly, first due to the economic break-down, and second due to systemic discrimination.
No public transportation or other amenities that help Lower income people. At least the city has those. And no these new suburbs aren't going to have doctors living in them
Suburbs tend to lack resources, a solidly upper-middle class population won't find many of them as necessary, if they start to hemorrhage a tax base (which generally happens the more Black people move to the suburb, due to discrimination), things only get progressively worse.
You need more than Black store owners, you'd need a consistent and constant involvement in community matters, from the citizen to the government (which is something you get out of White suburbs) to maintain everything.
