Why is this so rare ?

They are rare because Black animals are not very camouflaged in the grasses and trees, they live at a disadvantage. Most don't make it to maturity from what I've read.

If more of them survived to maturity and mated with others that have the same melanation they would become more common.

they are rare in the jaguar family but not as much as leopards... Black panthers do well in the jungle environment they don't have the same disadvantage as in open grass land with visibility.
