We need a cultural shift in the hood and it has to start with potential witnesses in the hood being protected enough to report crime they witness. The cops don't have to be the ones doing the protecting but someone has to do it.

To be fair they only snitch when their own ass is on the line. If they witness crimes they ain’t volunteering to tell the police what happened they will just go about their day.

They'll sing like a bird if they have to. That's as far as it goes. Nobody is choosing to report crimes in the hood if they're not pressured to.

What has to happen is, there needs to be a cultural incentive to go to police and protection for people who go to police. People are scared to speak.

And cops are scared to speak too. These are both similar cultures...with similar issues..that require similar solutions.
