“Urban” and “low income“ are also good ones to use
They messed up, they need to say that students on a grant or reduced lunches are applicants that should apply. Or use a zip code. This is too obvious.
You literally just denied this when I said this is what existing programs do but then you’ll saying it’s not specific enough.
There are literally programs for “urban zip codes” then you all come back in the same breath and say its too accessible to everyone and non-target people get access to it and that you want something more specific.
This is LITERALLY what is being done.
