That’s not necessarily how spinoffs typically work, but wouldn’t be the first time that Kemp has said something outlandish.

They have to at least mention them by name if they’re not going to have them appear and does bring up how Kanan fits into that show unless they find a way to write him out.

Kemp literally said that Young Kanan will not meet a Young Ghost and a young Tommy because Kanan and Tommy are barely in elementary school during this time period.
Unless there is a huge time jump in the later seasons. We not gonna meet them or hear about them until the final season.
That defeats the purpose of what an actual spinoff is supposed to be. Depending on the age of Tommy/Ghost, you're going to have to introduce or the questions are going to come up. Going the Starz excecs recent comments, we probably have 1-2 seasons left of the show at the most.
It's why I say Kanan has to be taken off the board somehow or else people are going to keep asking like they do with Breeze.
It's also not the first goofy comment Kemp has made before about the timeline of the show, so I don't even bother listening to what she says about it because it makes no sense from a storyline perspective.
