shyt when I worked summer camp a few years back and we’d bring the kids to the pool I was there with the swimming instructors helping out with the kids they had and on top of that there were lifeguards there as well.

We started with private lessons in our community pool and there was a lifeguard present.
After that, we also did group lessons at the nearby college. I don’t recall if there were lifeguards on duty, but I was able to watch from upstairs and they both knew how to swim at that point. This was more learning technique.

Very sad. Every place has different rules. The ones I’m familiar with have gym style setups where you can see what’s going on from outside even if you’re not in the actual swimming area.
