I think they didn’t count some fukkery finishes. Like he had to lose the title in puerto rico because he thought the fans would riot. So when he won the belt back in America it wasn't acknowledged or some weir dd shyt. But Flair is definitely more than a 16 time champion

WCW treated him as a 16 time champ too and he was their guy so it's not just WWE revisionism. It'd definitely make the angle feel bigger.

Im pretty sure i remember him cutting promos in wcw about titles and the number he said was higher than 16. 16 time only became a thing when he came back to wwe.

And if i trust what I just googled they say wcw recognizes 16 reigns between wcw and nwa. If you add his two wwe titles it qould be 18.

Im pretty sure he has some territory titles mixed in as well. All I know is I've always recognized it being in the 20s. Especially after reading his book

It was a championship scramble match

It was a timed match in which whoever pined someone in the time limit was the WWE Champion

The person at the end of the time limit the person with the latest pin fall won the match
