There are two ways the ones with legitimate businesses will eat off this:
Those with legitimate businesses will pocket their revenue and use the PPP to cover payroll and other costs as intended. It's what the program was designed for basically. Especially for the recipients that weren't really hurting like that, they will eat well.
Then there are those with legitimate businesses who either cooked the books or fabricated documents for loan application and will do the same for their forgiveness application.

You cant just make up multiple fake businesses with the intention of defrauding millions from the FEDs, then act like it was a simple mistake when you get caught.
