Nah that’s not entirely true. Around August Kamala augmented the campaign staff with David Plouffe and some other key people.

She inherited Biden’s campaign infastructure & war chest and expanded it.

Come on man, Biden’s performance in the debate hurt him so bad that many donors held off because they didn’t think he could win. She did provide some what of a boost when she was announced but not to the extent where she started from scratch she was literally on third base in terms of money, infrastructure, and ground game

And even then, I won't believe it. Bouzy is tripling down, though. I don't see how since MAGA voters specifically moved there to make the place MAGA hell. Miami-Dade is the largest metro colored red.

I would almost believe that IA (pending Selzer), KS, or OH would turn blue before FL.
