He won the 2014 Governor race by 4 points. He won re-election on 2018 by 12 points. If you recall 2018 was great midterms for Dems for Governships and US House.

He was consistently 1 of the top 5 most popular Governors in the country according to the annual polling of all 50 Governors year by year, quarter by quarter. He left office with nearly an 80% approval rating and high favorablility from Democrats.

He is going to win Independents and a portion of Democrats. The only thing that is working against Hogan is that there are some voters that are aware Senate control is on the line and therefore will vote for the Democrat.
