I think Bernie was looking at the micro no macro scale of rebuilding. I don't think he's saying not to rebuild cities (he brings this up in the video) but he probably doesn't think it's a good idea to rebuild a house on a coastline that keeps getting hit by a storm. Either way with his stance on government evening the playing field it's kind of an off take from him.
