The proposal by Castro, as you pointed out is to remove the federal misdemeanor illegal entry/crossing.
The reasoning behind it is that statute places illegal immigrants in the federal court back log that really isn't designed to catch and deport immigrants in a fast manor. It's also the statue used for family separations.

Simple answer, it's immigration court. And what is immigration court?

Article III federal courts which have jurisdiction over cases concerning criminal offenses, including instances when federal prosecutors seek criminal charges for immigration offenses, such as illegal entry or reentry, are not considered part of the immigration court system.
In the grand scheme of things the law is fairly new and in no way changes out ability to capture, arrest and deport undocumented immigrants.
What it has done is led to numerous humanitarian crisis in its 90 year history.
