So the government can make insurance companies pay for pre existing conditions; diseases you're born with but not other diseases that disproportionately effect Black people? Seems arbitrary to me.

Insurance companies don’t have to offer an Aca plan if they choose not to.
Insurance companies technically have to pay for everything. But the reason they don’t is due to “medical necessity”.
if you got sickle cell disease and wanted a new treatment, drug etc. they don’t have to pay if it’s not “medically necessary”. But they establish the rules on what that is. If their is a cheaper option available (even if it’s a way worse option) they will seem it not necessary medically.
the government (medicare, medicaid) also does this. That’s why they don’t pay for wheelchair ramps for example if you become paralyzed. Most people don’t need wheelchair ramps, so therefore wheelchair ramps aren’t medically necessary.

Given the current and projected population percentage of African Americans. Treatments that help diseases that we get more than other races(like sickle cell) wouldn’t be medically necessary because the majority of the us population doesn’t need those treatments.
That’s why black politicians lobbied Bernie to remove it. He didn’t. And that’s why Biden removed it from his public option plan and Warren did a couple weeks ago for her public option bill as well.
