Most amusement parks do.

When I worked at Six Flags most of the people who worked in the rides department were teens same as the other jobs in the park like games and food service

yeah its a menial job, over here at our amusement park its mainly 16, 17,18 year olds working

why not seat belts, even if there's the one that pulls over.

I think the one here in Great America in the Bay has seat belts for its drop tower ride.
quicker ride turn around and less mistakes with these. ride operators can quickly see who has their safety harness on or off. Seatbelts that completely rely on the rider to buckle don't stand out as much and can lead to mistakes by the rider.

some of the newer versions all 4 harnesses come down at once. So even quicker.

not sure if they are safer (otherwise we wouldn't be talking about this).
