I think it could go either way, like story line wise Jericho would be justified, but if they decided they wanted to keep Jericho heel he could make it work

If Owens was smart and genre savvy, he would play into Jericho's WE'RE the Universal Champion thing. By virtue of being a heel, Jericho is automatically lazy, and he would be content feeling like the champion without actually doing any work and would be a dependable form of interference.
