What are your thoughts on buying more of a smaller coin that is already making gains?

I want to buy more VEN right now, but I wanted to buy it at a larger discount than what it is at now. It is high right now even after the Korea Crypto Ban speculations. ETH is stll about at a 12% loss. If VEN was lower I'd feel like I'd be getting more, or is ETH was higher. Thoughts?
