It's too damn easy to write his character, but the WWE are too damn stupid to see it.

Sometimes I think the IWC falls into the "WWE is just stupid!" trap to explain certain things, but sometimes that really might be the explanation. Reigns can basically be a younger, more athletic Batista, and they were booking him like Cena or Sheamus.
