LA Knight already has the crowd so yeah it's almost like he doesn't need a title, at least not yet.

Now how do you elevate someone else at the same time, you put a title on them and give him a rub from one of the GOATs in Rey Mysterio.

That's what I think they are trying to do with Santos Escobar. Grooming him for the audience to be the next Latino star in WWE.
