It’s better with the rock but I think even if he wasn’t around the build would have picked up very soon. I think people have to remember it’s hard to start feuds too far in advance because there are so many shows and the talent is on tv so much that it would overexpose them by mania so they have to slow burn it

Some older fans seem to jump into this every year, but the build is just that... it starts bubbling around the Rumble and goes up from there, with a show in the middle that contributes to the build as well, then it's at its height by the last couple weeks before the show. Now, people want everything at 100 with over two months to go.
A lot of folks' favorite Mania is 17. I vividly remember MOST of that card not being clear until March, and the show was April 1st. Had that been now, MFs woulda been having a heartattack. Nobody knew in February '01 that Undertaker vs HHH, Angle vs Benoit, TLC II, or Vince vs Shane was happening... Austin/Rock was basically a given but it was damn near the only thing that was being teased on TV (and even then, Rock had to beat Angle for the belt at the February PPV for that to be officially announced). Wrestling sites back then were "reporting" every single week what the other matches were and turned out to be wrong. People may joke about the "let it play out" thing, but it's true- we don't work there, they do... we can predict things but we don't know what's happening until they show us what's happening.
