Bianca is a major star, but yea.

Becky could be questionable, but she brings the biggest ratings increases whenever they utilize her so yes.

Rhea without a doubt is the biggest women's star in WWE. She's their top woman's merchandise seller.

Bianca is still big with the tv show and loved, but in terms of numbers (merchandise/ratings draw) she's not in it right now, partially because of the way she's been used, but Becky for whatever reason- consistently draws. You can actually even check her segment from RAW this week, second highest on the show, and the numbers she pulled for NXT

Oh but my main point is - I would never do Jade vs Bianca WITHOUT a title. I think that matchup deserves a title match. It feels like a waste to me to do it non-title.
