This is completely untrue.
I don't care if Bryan beat Orton clean, Orton's the bigger star in most people's eyes by quite a margin. Also, last time I checked, Orton was the one who's a 9-time champion and established uppercarder and Bryan's the one who just got some buzz after spending a year in a semi-comedy tag team.
Bryan had serious momentum right now, and not capitalizing on it when he was the one in that match that could've used the win the most (especially with a guy who doesn't need the briefcase to position him in storylines) is short-sighted. You never know how many chances you get to create a superstar, and they just may have blown one here with Bryan.
If thats the case then theyd have blew it when he jobbed to Sheamus in 13 seconds. Bryan uas made a WWE career out of prospering from thier booking mistakes. Dude got more over losing the belt than winning it. Dude has also won the briefcase before. Orton was the one who needs the shot in the arm not Bryan.

Counting on him to prosper from stupidity just because it happened once before isn't good booking strategy. At all.
And Orton didn't need THIS shot in the arm. Anything that he needed to regain could have been attained from a well-booked heel turn. Bryan had the momentum coming into this match, along with the perfect circumstance to benefit from it. Where do you go from here with Bryan's rise? Count on it lasting until the Royal Rumble? That's 6 and a half months. A lot of momentum can be lost in half that time (ask CM Punk).
