Prison time for immigrants wouldn't work. Mexico tries doing that to Guatemalans and Guatemalans still go through Mexico to get to the USA.
The only way to stop it is prison time for employers. Employers are breaking the law and evading the payment of taxes by hiring illegal immigrants so prison should be the penalty. The fact that prison for employers is hardly ever pursued should tell you how many wealthy people are breaking the law by hiring illegal immigrants. Fines alone for employers will not fix the problem.

Ironically, that's who I was referring to. If there is no one to hire and pay them then they'll stay in Mexico.
