Youre not fully dressed if your socks and shoes arent on.
I hate socks so I do that last mostly....but to be serious, I put my shoes on last or my shirt on last. I wear business casual/smart to work most times so I dont button my pants up until I have my shirt on and tucked in. Because my pants arent buttoned, I dont have my shoes on most times. If my pants are slimfit, its less comfortable to bend down to put socks/shoes on after the fact so I will put them on last so Im not bending down multiple times for different reasons, especially since ive had my knee surgically repaired...so I also have a stool that is my "mental/shoe" stool. I sit on it in the morning right before I leave the house for the day...to mentally prepare myself for the bullshyt of the world. Because I do that, I usually put my shoes/socks on last and retuck my shirt. When I come home, this is the same stool I sit on to take my shoes and socks off and give myself a few moments to decompress.
To be on topic specifically, which order you put your clothing on is fine but if the first thing you put on after being butt ass naked is socks, I really believe that something is off with that person, no matter how small.
