Evans and Martinez barely closed, dudes were out and about everyday doing frivolous things.

Stuff just opened up yesterday. It takes time to administer new tests and get results. These results reported are from earlier in the week. Not to say cases won't spike, but these two situations do not correlate.

walmart in Evans is almost fully stocked, I went this morning at 7am to avoid everyone. Kroger in Evans and Martinez are pretty stocked outside of toilet paper and paper towels. I work in Evans, I noticed a huge up tick in traffic on Friday compared to “stay at home” time, gave me more time to spin that Fred The Godson x Joell Ortiz Joint though.
It's not irrelevant. Things are going to get worse.
You'd look to re-open things when the numbers are dropping or stagnant. You would have the tracking and containment measures in place.
With the numbers still increasing by the day and the measures not put in place to track and contain, the number will continue to grow.
