That's the crux of it all. The people who are against it don't even know what it is (and that goes for some people on this site who criticize it).
DEI usually refers to outreach programs and they're not a replacement for affirmative action. Some examples would be a corporation having on campus interviews at hbcus or a state university hosting a special club for lgbt students.
