The reason buff trunks was slower was cuz he trained like a body builder, in other words for mainly mass and the strength gains that come with it.
goku and gohan on the other hand trained like fighters and ahtletes and trained for strength which made their muscles more efficient and dense but there is a limit to how efficient yo muscles can be
Broly is the equivalent if having trunks mass but have the muscular efficiency at near peak levels which is why he could move so fast

You can easily explain why Broly was so powerful. Dude was born with a high power level, but he was also ok n super form. Dude probably was pretty slow at the time, but seemed fast as fukk to Goku and the others. Look at how Cell's second form handled super Vegeta and Trunks. Goku and the others weren't as strong as SSJ2 so they couldn't hang with Broly at the time.
