Apparently, he got shot with numerous witnesses on the scene, and no one checked his vitals because they were too busy capturing the moment with their phones. Probably a video of the incident floating around...

I do not agree with people videotaping his dead body at all. I did see videos of people checking his pulse but they were checking his radial pulse (wrist) and not his carotid pulse (neck). If a gunshot or trauma patient has no pulse there is nothing you can do for that person and the paramedic will usually call it at the scene. If you come across a person that has been shot that has a pulse you need to just focus on controlling the bleeding, if they have no pulse it's pointless to do cpr, do your best to cover the body so people can't videotape like they did here.
