Except people were banned for the content being on the server, not because they made it public.No, it wouldn’t. This is not how it works.

That's what the article says happened. It says nothing about people sharing the captures to social media.
But apple wouldn't ban you for that, nobody would. Which is why it's a weird policy on microsoft’s part.
Your Xbox account is a social media account, when you hit the “share” button the pictures are shared on your public Xbox profile.
I have plenty of captures that are not in my feed, not sure if it is a option to turn off or notSo which of these post are wrong?

According to this link @Bathing Ape is correct and you're wrong. Captures saved to the network are not automatically shared on your profile.Xbox Support
"When you make a capture, the file that represents it exists only on your console. Uploading your captures to the OneDrive or Xbox network is helpful for two things: viewing your captures when you’re using a mobile or PC app from Xbox and sharing your captures."
Sharing your captures to your feed is an extra step after uploading to the network.
