Considering that this document is from 2010 and it mentions smartglass (which just got revealed officially for the first time a couple weeks ago) id say that this is a real document. Ofcourse some changes may have happened since then..its been two years...but it sounds just about right when looking at the patents...the rumors about more "tv" content and being six times more powerful than current gen.

Apparently they are. The devs want essentially a "higher than high end computer" to work on, and while MS and Sony can "afford" to put in the necessary components, supposedly the heat the machines conduct is going to be an issue...thus more rings and yellow lights for the first batch of systems I presume.
