Like think about to the mania feud. We all know Miz could have clapped back on Cena if he wanted to. Instead, he stayed quiet and took the abuse. Why? Likely because that's what he was instructed to do.
Cena's the face of the company. They're probably very careful about how they want him to be seen, even if Cena himself wouldn't mind people going in on him a bit.
