The WWE isn't hording a load of talent and doing nothing with them... they happen to really like 5'8 flippy wrestlers so they can stick them on after Smackdown on 205 Live or push them for a few months on NXT. It's normal and how they have always done business
Indies have a great relationship with the WWE, and they rely on the bigger company to raid their talent! It works great for them!
