How come we never get dirt sheet reports of how the locker room is fed up with Cena's horrible promos EVERY WEEK, wasn't there reports of how some were unhappy with some of Rock's "go homo" promos? Why don't we hear reports about this, something that actually has merit.

Because, despite all of that, the top guys are actually really good to the midcard guys. They pick up tabs, help the guys out, all kinds of stuff. They seemingly tend to blame the office and the writers more than the top guys for the ridiculous writing (Paul London talks about this in relation to Orton and Batista in the first London/Kendrick shoot).

And really, why should Cena get blamed? He seems like a "do anything for the company" type of guy. Yes, it can be seen as a detrimental attitude in relation to the product as a whole, but he's not writing the shows, is he?
